MinDA visit to BDA

July 30, 2019. Engr. Windel Diangcalan, executive director of the Bangsamoro Development Agency met with the Mindanao Development Authority (MinDA) Team, headed by Director Rey Tan, at the BDA office in Cotabato City on July 30, 2019. The two parties discussed concerns on the ways forward on the Bangsamoro Economic Corridors and concerns about development outside BARMM.

MILF-MNLF merge dev’t plans for Bangsamoro

With the common spirit of love to Bangsamoro, officials of the Moro Islamic Liberation Front (MILF) and of the Moro National Liberation Front (MNLF) met recently to discuss convergence of development plans for Bangsamoro on August 28-29, 2018 at Microtel, Hotel Damosa, Davao City.

MILF was represented by officials from the Bangsamoro Development Agency (BDA) headed by Dr. Saffrullah Dipatuan, BOD chairman and Mohammad S. Yacob, executive director together with Engr. Windel Diangcalan, deputy executive director and Rhadzni Taalim, head of programs operations division.

From the MNLF was Romeo Diocolano along with other members of the organization.

During the event, MILF and MNLF presented their development plans.

Engr. Diangcalan discussed about the Bangsamoro Development Plan (BDP) formulated in 2014.

Diocolano discussed about the Bangsamoro Development Framewrok (BDF).

It was informed that the participants expressed desire in the spirit of a genuine partnership between the BDA-MILF and MNLF to continue working together towards the formulation of a common agenda enumerating a set of socio-economic priorities to be jointly proposed to the Bangsamoro Transition Authority (BTA).

From the discussions, MILF and MNLF agreed to complement the ideals, principles, and plans of BDP and BDF.

Accordingly, these development perspectives shall be designed to benefit all inhabitants of the Bangsamoro, as well as Bangsamoro Autonomous Region in Muslim Mindanao.

It was added that the common agenda will include a detailed and joint implementation plan.

Both parties also believed to have unified voice in communicating the common development agenda to its beneficiaries and the public at large.

MILF and MNLF further agreed the need for sustained cooperation and unity, and see socio-economic development as viable areas for such convergence.

For the Centre for Humanitarian Dialogue (CHD), this meeting is not only viable but important as a shared vision for development would be useful for generating public support for the Bangsamoro Organic Law (BOL), and enabling the BTA to immediately deliver the dividends of peace to the Bangsamoro.

CHD expressed commitment to provide logistic and secretariat support for the next meeting and hoped for finding other potential partners who are also interested in supporting this endeavor.

MILF and MNLF decided to meet again in line with this convergence on October 2018.

The two expects that concrete output can be produced before the eventual assumption of the BTA.

 

 

 

Chairman Al Haj Murad Ebrahim of the MILF welcomed medical professionals from Turkey who are currently in the Bangsamoro to provide health services and trainings in the region.

He likewise expressed gratitude to the Turkey Government for their help to the Bangsamoro.

“We thank the people and the government of Turkey for all the assistance extended for Bangsamoro”, Chair Murad stated.

He also mentioned about the victory of the Bangsamoro plebiscite in January 21, 2019 and the other poll on February 6.

The Chair further talked about the challenges ahead in managing the upcoming Bangsamoro Government.

He pointed out that health is among the top priorities of the Bangsamoro Government.

Chair Murad together with other key officials of the MILF greeted the visitors from Turkey on Saturday February 2, 2019 at Camp Darapanan in Sultan Kudarat, Maguindanao.

 

 

 

The Moro Islamic Liberation Front (MILF) led by Chairman Al-Haj Murad Ebrahim welcomed officials from the Embassy of Japan (EOJ) in the Philippines and Japan International Cooperation Agency (JICA) on September 5, 2018 at Camp Darapanan in Sultan Kudarat, Maguindanao.

Delegates from EOJ were Takehiro Kano, EOJ minister and deputy chief of mission; Ryusuke Ikeda, first secretary for political section, and Yosuke Tamabayashi, first secretary and Advisor for socio-econ assistance component of the International Monitoring Team (IMT).

Officials from JICA Philippine Office were Wada Yoshio, chief representative, Masuko Etsuko, representative for Mindanao Section and Hiroshi Takeuchi, chief advisor, JICA Cotabato Office.

The visit was intended for the EOJ and JICA to get updates on the signed Bangsamoro Organic Law (BOL) and hear from the MILF priorities and future plans.

Chairman Murad firstly expressed thanks to the visitors for the continuing full support to Bangsamoro.

He told visitors of the continuing struggle over the BOL and disclosed challenges on the upcoming plebiscite, how to manage expectations of the people and to win the support of the anti-BOL groups.

Meanwhile, Mohammad S. Yacob, executive director of the Bangsamoro Development Agency (BDA), the development arm of the MILF spoke about priority programs on health and education and the need for quick and immediate implementation of such projects to help sustain the momentum for the massive support to Bangsamoro.

Yacob stressed the need for international assistance for such objectives.

EOJ and JICA have been long-term partners of the BDA for numerous development projects since early years, which accomplishments have greatly helped uplift the living conditions of underserved communities in conflict-affected areas in Mindanao.

Key officials from the MILF who joined the meeting were Muhammad Ameen, secretary, and Mohammad Salih, member of central committee.

 

 

 

The Bangsamoro Development Agency – Central Management Office recently met with the officers of Metro Bank Cotabato led by Manager Amilbahar Amilasan on 31 May 2018 at the Office of the Executive Director to discuss important matters regarding bank transactions.

“The meeting was intended to orient/apprise as well as update us (BDA) on the new policies and guidelines that we need to follow in matters relating to bank transactions”, Executive Director Mohammad S. Yacob said.

Yacob noted that Metrobank was courteous enough to provide BDA the latest updates about the rules that they use which their clients, including BDA, need to comply with.

The meeting had been fruitful and helpful for constant collaboration and monitoring in terms of dealing with bank partners.

Joining Dir. Yacob during the meeting were Julhaina Cadon, finance division head, Abdulmaguid Salidatan, admin div. head and other staff of the agency.

Meeting with UNODC

Today at BDA. July 9, 2019. Engr. Windel Diangcalan, executive director of Bangsamoro Development Agency (BDA) met with UN Office on Drugs and Crime (UNODC) Deputy Regional Representative Julien Garsany and National Programme Officer Amielle del Rosario, and UN Women National Programme Officer Marlon Viejo at BDA Central Management Office in Cotabato City. 

JULY 23, 2019. Engr. Windel Diangcalan, executive director of the Bangsamoro Development Agency (BDA) together with Julhaina Cadon, finance head welcomed  Ben Sawabi from the Office of the Presidential Adviser on the Peace Process (OPAPP) to the agency's office in  Cotabato City. The two discussed about possible collaboration for peace and development works in the region. 

Partners from Kadtabanga Foundation, Prof. Nasrudin Buisan and party visited the Bangsamoro Development Agency (BDA) on October 30, 2019. 

BDA executive director Engr. Windel Diangcalan and Finance Head Julhaina Cadon welcomed the visitors where they discussed the current situation and challenges of Shari'ah-compliant microfinance in Bangsamoro.

"We also discussed the role of non-government organizations in promoting the "Bangsamoro Islamic Microfinance Act" to the BTA", Engr. Diangcalan told.

Meeting with IMT-CPC

BDA meeting with Mr. Hazwan Afiqq Bin Hamzah, Head Coordinator of IMT-CPC, IMT Mindanao 14.

Engr. Windel Diangcalan, BDA executive director together was with Rhadzni Taalim, Head of Program & Operations Division.

The meeting was about the role of BDA in the Bangsamoro Political Transition and beyond on October 2, 2019 in Cotabato City.

A group of medical professionals from Health and Science University in Turkey set foot in Bangsamoro to share knowledge and skills related on health for interested individuals in the region.

The group arrived yesterday January 31, 2019 in Cotabato City and was welcomed at the Bangsamoro Development Agency (BDA) for a preliminary meeting to discuss further purpose of their mission, other set up, and support needed.

Accordingly, the visitors intend to have short and actual trainings on various topics related on health as part of their assistance to the Bangsamoro.

Part of the itinerary is tour to the orphanage center funded by Turkish humanitarian foundation IHH and to other institutions in Bangsamoro for information and possible collaboration.

BDA, as development and coordination unit of the MILF is helping them facilitate this noble mission as an expression of gratitude for the continuing assistance coming from Turkey Government for the Bangsamoro.
