2007- UNICEF and MILF signed a Joint Communique that upholds the rights of children at all times, and seeks to undertake deliberate and extraordinary efforts to provide services to children and women in conflict-affected areas of Mindanao.
The “Days of Peace (DoP)” campaign was launched in Bangsamoro areas, initially for micronutrient and immunization coverage, and later for distribution of early childhood care and development (ECCD) materials.
After a DoP assessment, the campaign was replaced by a strategy to develop a more sustainable legacy for Bangsamoro communities; hence an Islam-responsive kindergarten curriculum was conceptualized and piloted in 17 conflict-affected sites.
The Tahderiyyah Programme
The Tahderiyyah programme is an expansion of an ECCD initiative for children affected by armed conflict in Mindanao under the Government of the Philippines (GPH)-UNICEF CPC 2005-2011.
The Tahderiyyah programme aims to:
- provide a holistic teaching-learning approaches for children in safe and secure environment
- help address the long-standing problem of providing a “right start to learning” to disadvantaged children in conflict-affected communities, to give them a solid foundation for their future schooling and life-long learning.
Component 1: Early Childhood Education (ECE). The ECE aims to upgrade the quality of Tahderiyyah education, making it more responsive to the educational needs of the Bangsamoro children in the community.
Component 2: Child Protection (CP)
CP focuses on ensuring protective and safe environments for children and strengthening. Further, it will focused on strengthening the protective environment inside the classroom (Tahderiyyah or Kindergarten) and the home.
Component 3: Water Sanitation and Hygiene (WaSH)
WASH intends to improve the behavior of the children through daily group hand washing at critical time; daily group tooth brushing; and participation in regular deworming programs. Also, it will ensure that children have access to water and sanitation facilities in the Tahderiyyah centers.
Institutionalization and Expansion of the Tahderiyyah Early Learning Program in Mindanao
In 2017, the institutionalization of the Kindergarten programs in the Philippines resulted in 79% coverage (PDP, 2017). Young children in ARMM, therefore, lag significantly behind.
Priorities in ARMM are now to rapidly expand early learning programmes for 3 to 4 and 5 years olds to reach all communities in ARMM. In doing so, the program will institutionalize the Tahderiyyah in Bangsamoro through its recognition by public and religious education authorities, DSWD, and the regional early childhood development council. Authorities from the national ECCD Council, DSWD, DepEd, and regional counterparts will likewise be involved in standards and policy (re) formulation to facilitate the recognition of the Tahderiyyah program in other parts of Mindanao such as Regions IX, X, XI, and XII based on a flexible regulatory framework that considers the contexts of children and communities in difficult situations.
Thus, this program aims to provide early learning program to 40,000 Bangsamoro children through the expansion of Madrasah delivering early learning program. It will also increase the cadre of master trainers ready to support the wider expansion of Tahderiyyah in public schools from only 15 trainers to 129 in 2020. This expansion of the Tahderiyyah program will contribute to the UNICEF country program Output for 2019-23 for Education and Peacebuilding and to the Outcome access to Quality Inclusive Lifelong Learning. This, in turn, contributing to national attainment of early learning targets and a wider contribution to the Sustainable Development Goal (SDG) target 4.2, “by 2030, all girls and boys have access to quality early childhood development, care, and pre-primary education so that they are ready for primary education.”
