Community Development in the Conflict-Affected Areas in Mindanao (CD-CAAM)  

The project was supported by the Japan International Cooperation Agency (JICA). Piloted in two municipalities namely Sultan Mastura in Maguindanao and Matunggao in Lanao del Norte, the CD-CAAM Project aimed to:

  • Establishing an effective and efficient implementation mechanism for a community development project in the CAAM and,
  • Equipping BDA with a mechanism to lead and manage community development smoothly upon reaching a final peace agreement between the Government and the MILF.

The pilot implementation included components on agriculture, fishery, and infrastructure (2012- 2016); then agreed to have an extension phase (2016-2017) where component on livestock was considered.

Farmers and fisherfolks were highly and directly involved in the project implementation by providing the necessary skills and knowledge towards sustainable production, utilizing the available resources in the community. Links to the market were also partially established to ensure the income of local crops. Coordination and participation of other key stakeholders such as the local government units, academic institution,s and others were among the best practices of the project implementation.

Upon the completion of the project in 2017, BDA, JICA, and partners were proud in presenting the Manual that highlighted the model of development that the project has adopted. The Manual was published by the project sector, in English and Tagalog languages and to be readily available for research and reference for community development initiatives in the Bangsamoro.
